Policy Highlights

Provide “one-stop” services for the introduction of high-caliber talents.


Overseas high-caliber talents recognized by the provincial organization department or human resource and social security department can enjoy the “one-stop” green passage services for the introduced high-caliber talents in Guangdong Province.

Promote the service of “Guangdong Excellent Talent Card”.

High-caliber talents recognized by the competent provincial personnel department can enjoy the same treatment as residents of their place of work in such aspects as social security, house and car purchase and professional title appraisal with their card and enjoy priority services in such aspects as registered permanent residence, entry and exit, long-term residence, permanent residence, medical treatment, children’s education, spouse settlement, social security and qualification for living in talent apartments.

Implement the housing project for talents.

1. For newly-introduced domestic and international top talents, national leading talents, provincial leading talents and young members of the “1,000 Talents Plan”, the provincial finance department will respectively give a housing subsidy of RMB 3.5 million yuan, RMB 2.5 million yuan, RMB 1.5 million yuan and RMB 0.5 million yuan and cities above prefecture level shall formulate housing subsidy standards for high-caliber talents in light of local reality. 
2. Foreign (overseas) talents working in Guangdong Province that meet the conditions will enjoy the same treatment as residents of their places of work in housing fund deposit and withdrawal.

Establish talent stations.

Help enterprises and public institutions to flexibly introduce urgently-needed talents. Provide innovation and entrepreneurship contact and coordination services for talents that meet the entry criteria of the station and provide them with meals, accommodation and leisure services during their stay in the station.

Implement separate management for teacher and researchers.

Strictly implement the Central Government’s policy regulations on comprehensively strengthening and standardizing the management of civil servants who temporarily travel abroad for official business. Implement separate management with clear orientation according to the actual needs of higher education institutions and research institutes for external academic exchanges and cooperation. Academic exchanges and cooperation of teachers and researchers mainly include carrying out educational and teaching activities, scientific research, academic visits, presence at important international academic conferences and execution of the duty performance tasks of international academic organizations. The number of overseas approvals, number of people in groups and length of stay abroad for units and individuals that participate in academic exchanges and cooperation assignments shall be arranged according to actual needs. Temporary business visits abroad other than academic exchanges and cooperation of higher education institutions and research institutes shall still follow the existing policies on management of civil servants that travel abroad for official business.

Optimize the public services for doctors and post-doctors.

1. Extend the time limit for doctoral graduates’ registration certificate to 5 years.
2. Children of doctors or post-doctors that attend kindergartens or schools at different levels or of different kinds shall enjoy the same treatment as that enjoyed by children of local permanent residents. The education departments of the city, county (district) of their actual residence or their employers’ location shall make appropriate arrangement for their schooling.
3 For the spouses of doctors and post-doctors that are willing to work in Guangdong, the employers shall coordinate and arrange jobs through two-way selection.

Increase talent service guarantee for China (Guangdong) Pilot Free Trade Zone.

1. Allow Hong Kong and Macao residents that work in the Pilot Free Trade Zone and that have signed labor contracts with the employers to participate in social insurance in accordance with law and enjoy social insurance benefits in accordance with regulations. They shall also enjoy the same treatment in such aspects as medicine, loans and financing as the registered permanent population in the zone. 
2. Children of high-caliber talents in the Pilot Free Trade Zone who attend school in the respective cities shall be free from restrictions on nationality, household registration and the date of arrival in Guangdong and enjoy the same treatment as children of local permanent residents. Allow Hong Kong and Macao service providers to establish schools for children of foreign nationals in the Pilot Free Trade Zone. The scope of enrollment shall be extended to children of overseas Chinese and returned overseas graduates who work in the Pilot Free Trade Zone in addition to the children of high-caliber talents of foreign nationalities that have residence permits.
High-caliber talents working in the Pilot Free Trade Zone whose registered permanent residence is outside the zone shall enjoy the same treatment as local registered permanent residents while purchasing cars and registering vehicle plate. Each area shall give subsidies to high-caliber talents for their plate bidding.
