High-caliber talents recognized by the competent provincial personnel department can enjoy the same treatment as residents of their place of work in such aspects as social security, house and car purchase and professional title appraisal with their card and enjoy priority services in such aspects as registered permanent residence, entry and exit, long-term residence, permanent residence, medical treatment, children’s education, spouse settlement, social security and qualification for living in talent apartments. |
Implement the housing project for talents. |

For newly-introduced domestic and international top talents, national leading
talents, provincial leading talents and young members of the “1,000 Talents
Plan”, the provincial finance department will respectively give a housing
subsidy of RMB 3.5 million yuan, RMB 2.5 million yuan, RMB 1.5 million yuan
and RMB 0.5 million yuan and cities above prefecture level shall formulate
housing subsidy standards for high-caliber talents in light of local
reality. |
Establish talent stations. |
Help enterprises and public institutions to flexibly introduce urgently-needed talents. Provide innovation and entrepreneurship contact and coordination services for talents that meet the entry criteria of the station and provide them with meals, accommodation and leisure services during their stay in the station. |
Implement separate management for teacher and researchers. |
Strictly implement the Central Government’s policy regulations on comprehensively strengthening and standardizing the management of civil servants who temporarily travel abroad for official business. Implement separate management with clear orientation according to the actual needs of higher education institutions and research institutes for external academic exchanges and cooperation. Academic exchanges and cooperation of teachers and researchers mainly include carrying out educational and teaching activities, scientific research, academic visits, presence at important international academic conferences and execution of the duty performance tasks of international academic organizations. The number of overseas approvals, number of people in groups and length of stay abroad for units and individuals that participate in academic exchanges and cooperation assignments shall be arranged according to actual needs. Temporary business visits abroad other than academic exchanges and cooperation of higher education institutions and research institutes shall still follow the existing policies on management of civil servants that travel abroad for official business. |

Allow Hong Kong and Macao residents that work in the Pilot Free Trade Zone
and that have signed labor contracts with the employers to participate in
social insurance in accordance with law and enjoy social insurance benefits
in accordance with regulations. They shall also enjoy the same treatment in
such aspects as medicine, loans and financing as the registered permanent
population in the zone. |
