Optimize and improve “Guangdong Special Support Plan”.

Give each of the outstanding talents a living allowance of RMB 1.2 million yuan; give each of the leading talents in scientific and technological innovation, leading talents in technology entrepreneurship, leading talents in propaganda ideology and culture, as well as famous teachers a living allowance of RMB 800,000 yuan; give each of the young top-notch talents in scientific and technological innovation and young cultural talents a living allowance of RMB 500,000 yuan.

Support the independent innovation of local teams.


Support the teams led by the candidates of “1,000 Talents Plan”, the candidates of the “Ten Thousand Talent Program”, leading talents of the “Pearl River Talent Plan” and outstanding talents of “Guangdong Special Support Plan” to carry out original basic research and application technology research and development. For the teams whose projects are selected, the provincial finance department will provide a scientific research fund equal to the support of the employer in the Pearl River Delta area and a scientific research fund equal to twice of the support of the employer in the northwestern area of Eastern Guangdong. The amount of scientific research fund provided to each team cannot exceed RMB 10 million yuan. An evaluation will be carried out after 3 years. Those evaluated to be excellent will be provided with an additional subsidy of no more than RMB 10 million yuan.

Support the talent development in northwestern area of Eastern Guangdong.

Optimize and improve the “Sailing Plan”. Provide each of the personnel selected in the project of “cultivating high-caliber talents” with a one-time living allowance of RMB 300,000 yuan. Provide each of the new senior technicians with a subsidy of RMB 20,000 yuan.

Implement the entrepreneur talent training project.


Establish a normalized entrepreneur training mechanism to select and send 200 key persons in charge of the high-growth technological enterprises in Guangdong Province and entrepreneurs of major national and provincial talent development projects to participate in learning and training programs at home and abroad.

Implement the International Cultivation Plan of Excellent Young Scientific Researchers.


1. Provide subsidies to 100 excellent post-doctoral researchers in the station every year. For fresh doctoral graduates applying for entering into the post-doctoral research stations who carry out joint postdoctoral research in foreign (overseas) higher education institutions, research institutes and enterprises’ advantageous disciplines, each one will receive a subsidy of RMB 400,000 yuan.
2. Select and send 200 excellent doctors and post-doctors abroad (overseas) to participate in short-term training and academic exchanges every year.
3. Select and send 100 excellent doctors and post-doctors abroad (overseas) every year to carry out visits, study and joint research. The length of assignment ranges from 6 months to 12 months.

Increase the subsidies for postdoctoral scientific researchers in the station.


Implement the national daily funding system for post doctors in the station and increase financial input so that each of the post-doctors in the station in Guangdong Province will be given a living allowance of RMB 150,000 yuan every year for a period of 2 years. Those selected into the “Sailing Plan” postdoctoral support program will simultaneously enjoy the above living allowance.

Increase the percentage of human resource costs for scientific research projects.


1. For the independent innovation projects set up with the provincial financial capital, the human resource cost for project personnel can be made from the project fund and shall not exceed 40% of the project fund. The percentage of human resource cost for soft science research projects, philosophy and social sciences research project and software development projects cannot exceed 60% of the project fund.
2. Labor budget, which has no percentage limit, shall be prepared by the project undertaking unit and research personnel according to reality.
3. Increase incentives to scientific researchers. Performance expenditure shall have no percentage limit and shall not be included in the total control management of unit performance salary.

Give talents greater power to allocate funds.


Delegate the right to adjust and approve direct cost budget for scientific research projects to lower authorities. Delegate the authority to adjust partial budget of direct cost to project undertaking units when the total project budget remains unchanged. Project leaders can self-adjust materials expense details according to the reality of scientific research activities. Implement the project fund advance allocation system before department budget is approved. During the project implementation, the annual surplus can carry over into the next year. After the project completes the targets and passes the acceptance, the surplus funds should be left to the project undertaking units in accordance with relevant regulations and the project undertaking units shall make overall arrangement to use such funds as part of the direct expenditure of scientific research activities within 2 years; the funds unused in 2 years shall be recovered in accordance with regulations.

Delegate the purchasing autonomy of scientific research equipment to lower authorities.


Implement filing system management for higher education institutions and scientific research institutes to purchase imported instruments. Continue to implement the tax exemption policy for research and teaching supplies.

Support high-caliber talents from Hong Kong, Macao, Taiwan and foreign countries to apply for science and technology projects.

High-caliber talents from Hong Kong, Macao, Taiwan and foreign countries who are employed by public institutions in China (Guangdong) Free Trade Area can apply for provincial science and technology planning projects through their employer and participate in relevant work of the project as main participants of the project. Improve the cross-border use of scientific research funds. Implement the pre-commitment by research & development units and parallel supervision by technology, business and taxation departments afterwards for the payments needed for carrying out international R&D cooperation projects.

Implement the “Pilotage 100” Plan for Improving the Strength of Guangdong Young Leading Enterprises.

Select 100 young entrepreneurs who are chairmen or CEOs of high-growth young leading enterprises or enterprises with an annual revenue of over RMB 100 million yuan, leaders of enterprises in strategic emerging industries and leaders of young leading enterprises that have listing plans every year to carry out a one-year training and three-year services. The training should include four modules, namely, “global perspective and innovative thoughts”, “capital operation and investment & financing strategies”, “management seen from the perspectives of history and philosophy” and “policy interpretation”. Besides, provide enterprises with “one-stop” services covering policy consultation, information services, talent training, platform support as well as investment and financing consultation. Regularly hold smart growth salons for young entrepreneurs to share enterprise management experience and help enterprises innovate business models as well as foster a group of courageous, optimistic and innovative talents with a sense of social responsibility for young leading enterprises.
